A car alarm has been going off since at least 4 am. The responding officer said there is nothing he can do since the car is registered and the insurance is up to date. Is this correct? I am exhausted from being woken up. Why can't the city give this person a ticket for the environmental pollution?

Great. The same car, now parked in front of 46 Tilton St., has been a sounding its alarm on and off over the last 30 minutes. Come on over and do something, please? It's a dark blue Hyundai Elantra with a license plate: BH30169. Thank you!
